HI!

 

Ineed your help please: can we use the power bi report server with sql server enterprise  edition without the software assurance option?

No you can't. You either need to SQL EE with Software Assurance or you can purchase a premium capacity. see What is Power BI Report Server? - Power BI | Microsoft Learn
