Power BI report server not refreshing data on report made with PBI RS september 2025

NEW to RS (sorry for dumb question)

I use Power BI on premise on a server with a gateway installed.

I connect to a SQL on premise on another machine.

When I create a report in Power BI desktop rs september 2025, the connection works fine and I can refresh the data.

When I publish it to Power BI Report Server, the connection still works fine, but I cannot refresh the data. When I create a refresh plan and I press "refresh now", it stays stuck in status "refreshing".

The other report created with an older version of PBI RS still works fine and are fast. Only the new one created with Power BI RS september 2025 have this problem.

I cannot go back to the previous version of PBI RS.

The gateway is updated to version 3000.298.7 (updated today, the problem still persists, the old reports are working fine)

can be licensing problems? where i can see of which version of RS i have license for?

    This is NOT a licensing issue
    This is NOT a gateway version issue
    This is almost always a Power BI Desktop RS ↔ Report Server version mismatch / known bug or credential handling change in newer RS Desktop builds.

    Licensing problems do not cause refresh to hang indefinitely — they throw clear errors.

    What you can do is 

    Rebuild the dataset using the previous RS Desktop version

    You said:

    “I cannot go back to the previous version”

    But you don’t need to downgrade the server — only the Desktop RS.

    👉 Steps:

    1. Install Power BI Desktop RS – May 2025 or Jan 2025

    2. Open the PBIX created in Sept 2025

    3. Re-enter data source credentials

    4. Save

    5. Republish to Report Server

    6. Create refresh plan again

    This is NOT a licensing issue
    This is NOT a gateway version issue

    After you run the refresh, reload the webpage. It doesn't refresh live. 

     

    If you are still seeing it stuck in "refreshing" can you get us any logs from the report server? 

     

     Also updating the file version to November 2025 might be helpful - this shouldn't cause the issue you are seeing, but it's always good to have the most recent file version for the report server version.
