Power BI on premise - Create dynamically reports

Hi,

As a software company, we would like to use Power BI on premise to replace our reporting tool.

On every list of data (that can be represented by a sql view for example) we would like to offer directly to the end user, the possibility to create reports based on those data without having to previously create any report inside PowerBI Report Server, like we can do with Power BI Desktop.

I have check with the latest API that seems powerfull, however I'm not sure it was designed to accomplish this.

Can you give me a clear answer ,wheter or not it's possible ?
