I would like to share a couple of PBI dashboards from my PBI Pro account to users who have a free PBI account. What I do is as follow:
- Create Azure Active Directory accounts for those users (normal user for internal/same domain users, guest access for externals who have a Microsoft Power BI account)
- Add the users to allowed users on each dashboard
- Share the "incorporate report" URL with them
When they receive my URL, they should simply log in and access. However it didn't work for some of those users for unknown users, among 10 users, 4 didn't get access at they get a message requesting them to get Power BI Pro, while the others do not need that and access their assigned reports normally.
Any help on this?

This is expected. Free users can only access reports hosted on a premium capacity workspace. To view a report on a "pro" workspace all users need a pro license. The users who are able to access your report must either have a pro license already or they may have started a free trial.

Actually neither do they have a power bi pro nor activated their free trial...
There must be another reason.

Then this is a bug as they should not have access.
