What is wrong:
Note, prior to posting this, everything was working fine for many days now but today.... no.
1. Source data is in Sharepoint
2. When I refresh dataset through PowerBI service, it just goes on and on and on and then fails
3. When I refresh through PowerBI desktop, no problem data is retrieved, however when it's time to publish...
it just goes on and on and on...
Hmm, everything with those services looks good from my end but that may be different for you depending on you data center locations. Are you able to go here and check on service health?

EDIT: by the way I am getting this messge in the failure notification:
The operation was throttled by Power BI Premium because there were too many datasets being processed concurrently. Please try again later.
However, I really do doubt that our organization has that many Dashboard (We are on Capacity Premium, by the way)
Sounds like you should open a support issue with MS. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
Thank you for your suggestion @Greg_Deckler, I'm currently coordinating with local IT but yes I do actually think that this need MS support.

As suggested by @Greg_Deckler, you can create a support ticket to Microsoft to get dedicated support.
By the way, as this is a forum to discussing issue related to Power BI report server. If you have issue regarding Power BI service next time, you can post it in Service forum. Or report a bug in Issues forum if you think it's a bug.
