Power BI Reports Server - Legal situation when sharing reports with a subsidiary organization

Hello Power BI Community,

Regardless of the Report Server license model, I am concerned about the legal classification regarding the use of the PBI Report Server for users outside the parent organization.

I am aware that a Pro license is required only to publish a report to the server, but not to view reports.

But what about for report viewers outside the actual licensed organization?

E.g. users or guest users from a subsidiary organization or even completely external users ( invited aas a guest in Azure).
-> What is the legal situation here? Could not find the info from my first source unfortunately.
