Power BI Report Server site setting is visible to all users

I am using Power BI Report Server Version1.18.8702.6380(September 2023), As an admin if I add any user with any predefined role even browser, user can access site settings and security tab under site setting and even can assign himself as adminstrator. Is there any security setting that I am missing?

All users are local AD users. I did not assign any user as Administrator or System user, but site setting is visible to any user that I am adding. will appreciate any help. Thanks

There is no issue, problem is solved. This was a mistake, the users I was trying to add with browser role, these users were part of local administaration group. so, simply I removed them from local admin group. Now the security tab under site setting is not visible any more to those users.
