Power BI Report Server Web Service URL is not working - it just browses my reports

The Report Server Web Service URL is just browsing files and is not showing the admin interface. I have tried changing both the virtual directory and port number, rebooting - deleting the registration with netsh but nothing has worked.

It used to work - the only change is I've added the Oracle ODAC client

Does Oracle ODAC client allow access to this url, or is the address incorrectly filled in? Can you provide more screenshot information such as the relevant operation section so that I can do further testing.
