We recently upgrade our Power BI Report Server to Sept 2022 version. According to the Sept 2022 release note, the Migration Tool is available and we want to try this tool to migrate reports from Report Server to Service. Unfortunately, we do not see the "Publish" button in Power BI tool bar and in the "..." drop down menu next to a report should be an option to select. Is there a setting in Power BI that we need to enable for the Migration Tool / Publish to be available?

You need to connect to your Report Server using SQL Server Management Studio, then right click on the server, go into properties, then Advanced. Then set the EnablePowerBIReportMigration property to "true". You may need to restart your PBIRS instance after doing this.
