Power BI Report Server: Power BI Pro and Mobile licensing

Hi everyone,

I've two questions about PBI Report Server on-prem Licensing.

1. Is It really needed a PBI Pro License to publish a new report with a Tabular model as data source? I'm a little confused about this because a user can use the UPLOAD command in Power BI Report Server Portal and there isn't a check on the user license.

2. Can I use PBI Mobile app without any additional license? If I use the "Report Server" mode in the app, not required a PBI Pro user.
