Power BI Report Server Licensing

Dear 

I'm part of product management of a big  Software House , in our portfolio we develop one Manifacturing Intellience and we want use power BI Report Server on premies  as tool of dashboard creation and visualization.

Our intention is to embed the licenes of our tool with the Licenses of power Bi and integrate PowerBI with our tool using rest API.

Unfortunatly we already tried to contact with our internal contact Microsoft but the answer always said the the OEM licenes are not supported by Microsoft for the Report Server, can you pleaase confirm?
