Power BI Report Server Licensing: SQL Server CAL license model + SA

Hi, 

my customer has SQL Server Enterprice with CAL license model and SA (SQL 2012). This license model has been discontinued sinse 2012.  He is able to see the Power BI license key in the Volume Licencing Service Center.

Does it mean that he could use the Power BI Report Server withou aquiring SQL Server Core Licenses ?

I couldn't find any information in the forum about that specific case. Any help is appreciated.

I've asked 2 different Microsoft resellers and I've got 2 different answers with a note that the topic should be checked. According to the official documentation https://docs.microsoft.com/de-de/power-bi/report-server/find-product-key there is no clear limitation ( CAL or EE)

Could somebody from Microsoft clarify it ?
