Power BI Report Server July 2019
No, May 2019 is the current release of PBIRS. The on-prem report server is updated every 4 months in Jan, May & Sep each year (see https://powerbi.microsoft.com/en-us/blog/power-bi-report-server-release-timing-update/). When using Power BI Report Server you should always use the version of Power BI Desktop specific to that version to avoid these sorts of issues (for the May 2019 release the matching Power BI Desktop download is here https://www.microsoft.com/en-us/download/details.aspx?id=56723)
