Power BI Report Build Accessing Images in SharePoint Online

In Power BI Report Builder we have a report that points to an image URL (embedded) from a SharePoint list attachment.  

If we navigate to the URL directly from the browser, we can see the image, however when embedding the URL in Report Builder, it displays a red X and does not show the image.

The person creating the report has full access to the SharePoint list.

Does anyone else have or has seen this issue?  It's as if Report Builder runs under a different account than the person logged in.

This is what Report Builder displays with the URL instead of the image.

Would be good to see if anyone else is having this issue.
