1. What you need depends on the business need. I am sure there is business reason why you are going with Report Server, but please take a look at the difference between Power BI Service and Report Server here - Comparing Power BI Report Server and the Power BI service

2. I suggest that you go through some basic training on Power BI development process. There are numerous training options available - https://learn.microsoft.com/en-us/training/powerplatform/power-bi?WT.mc_id=powerbi_landingpage-marketing-page

3. The problems you face depends on the problems you are trying to solve and the approach you are taking.  For example, if you are trying to setup Email subscriptions Power BI report, that feature is not available yet in Power BI Report Server.
