Power BI RS January 2026 – Reports Using RLS Enter Infinite Reload Loop

We upgraded to the January 2026 latest release of Power BI Report Server, which is reported to include a fix for this issue:

 

  • Version: 1.25.9558.32914 (build 15.0.1120.122), Released: March 5, 2026

    • Fixed issue where Power BI reports with RLS get stuck spinning.

 

However, this keeps happening for any user that is not set-up with a Role in the RLS report. This is very confusing; previous versions were displaying a relevant error message that helped identify the issue (missing access rights). But now the report keeps reloading over and over!

  • Hello mrusu,

    If a report in Power BI Report Server uses Row-Level Security (RLS) and a user is not assigned to any role, the user cannot access the dataset because no RLS filter context can be applied.

    In previous builds this typically returned an access error. In the January 2026 release (15.0.1120.122), it appears the UI may enter a reload/spinning loop instead of showing the error when a user has no RLS role.

    Check the report’s Manage → Row-level security settings and ensure the user or an AD group they belong to is assigned to a role.

    In short, the loop occurs when the user has no RLS role assigned; adding the user or group to a role should resolve access.

      i think mrusu meas that it's different from the previous build that handle the role without RLS.

      "stuck spinning" is a weired for many users and PBIRS admin.

       

      btw, mrusu i have upgraded to Version: 1.25.9558.32914 (build 15.0.1120.122), Released: March 5, 2026 and it is fixed.

      my test case is using existed pbi report and remove my account from RLS.

        Hi Vanchy_Liao,

        Upgraded to Mar 5, 2026 version and tested by removing my account. The report loads, then in a few seconds reloads again, same infinite loop.

        Unfortunately this unusual behavior is not fixed, wondering what is different in your report server set-up so that you don't experience it any more? Weird... what can be the explanation, is it the server connfig or maybe the report design?

        Can the logs be analyzed to identify what is happening?

      Thank you Olufemi7, yes, assigning a role to the user resolves the issue, however the "reloading loop" behavior is confusing. It did not occur in previous versions

        According to the official Power BI Report Server changelog, the March 5, 2026 build (15.0.1120.122) includes a fix for an issue where reports using Row-Level Security RLS could get stuck spinning.

        Since you are still experiencing the reload loop when a user is not assigned to any RLS role, it may help to check the Report Server logs ReportServerService or RSPortal log to see if any authentication or RLS-related errors appear during the reload.
