Power BI PRO license for report developers - paginated reports only

Hi guys,

I'd like to confirm one thing. I found this:

A Power BI Pro license is required to:

• Publish content to Power BI Report Server.

Does this mean ANY content? In the first phase, we plan to only migrate content from SSRS in SharePoint integrated mode to PBIRS (so that we can upgrade SharePoint).

Does this mean that we immediately need to license all report developers with the PRO license? We will not give them Power BI desktop in the first phase, they will only continue using paginated reports. We plan to start using Power BI reports later this year, not now.

Do the report developers need the license immediately, even if they use only paginated reports so far?

No, a pro license is only required for Power BI report publishing.
