I am getting the exact same error message. I am a local administrator of the machine, and administrators are already in that security policy, but I added my username as well anyway. It did not resolve the issue. Any more ideas?
Well, after another two restarts and about 5 more install tries, I ran procmon to try and find out more information, and of course it worked this time. I'm not sure what, if anything, fixed the issue.
