I understand that there is an optimized version of Power BI Desktop for the January 2024 release of Report Server as specified here.
However my question is would the December 2023 version of Power BI Desktop still be able to publish understanding that not all features are supported?

There is no December release of the version of desktop for Report Server. The Report Server optimized versions are only released in January, May and September along with the server updates.
You can use older version of Power BI Desktop Optimized for Report Server, but you cannot safely use any version of Power BI Desktop that is targetted at the cloud service and are not aware of Report Server and it's limitations.

It is recommended that you use a compatible version of Optimized Power BI Desktop, as mismatched versions may cause problems.
