Helper IIIPower BI Dataset and Paginated report In Power BI Report server
Unfortunately what you are trying to do is not supported (see https://docs.microsoft.com/en-us/power-bi/report-server/data-sources) you cannot currently connect from Power BI Report Server to a dataset on the Power BI service.
Your choices are to either:
- re-build your data model as an Analysis Services tabular model and host it on an on-prem instance of SQL Server Analysis Services.
- Publish your paginated report to a workspace on the powerbi.com service (which will require a premium workspace)

No, it's still the same product with the same features and limitations. There are just two different ways of aquiring a license.

Power BI Report Server is licensed in one of two ways. Purchasing Power BI Premium capacity gives you a license to run the same number of cores as you have in the capacity. This ONLY applies to Premium P SKUs, not any others such as EM. The other way that it can be licensed is by purchasing SQL Server Enterprise Edition + Software Assurance.
I mean if I have SQL Server Enterprise Edition + Software Assurance instead of Power BI Premium capacity I can upload pagainated report that connect to Power BI report dataset to Power BI Report server.
