This happens rarely, but sometimes when you refresh a Power BI Dataset in the app.powerbi.com, Refresh does not start (atleast in terms of Visually seeing the Refresh Icon Progress). but after few hours, it shows you It got refresh.
Even in Setting - > Schedule Refresh initially It does not show your refresh in progress.
For example - If I press refresh button twice, Since it was not showing me Refresh in Progress when I clicked on it first, after an hour or two, It shows 2 Refresh has been Completed.
I cannot reproduce this bug everytime, but this happend to me 2-3 times already
This Dataset uses Dataflows as a source, I am not sure if can use Fiddler to test this ? is it possible ?

Did the dataflows use data from on-premise and refresh well?

Since it is not a constant issue. I suggest you click refresh and use fiddler to trace the http traffic.
Fiddler is a free tool from Telerik that monitors HTTP traffic. You can see the back and forth with the Power BI service from the client machine. This may show errors and other related information.
