Paginated report only showing rows if all fields have data

I have a report I am building through a Dataverse query. 

If a field I have placed in a row is empty that record where it is empty will just not show up. I would like it to show all of the data even if it is blank though. 

For example I have a notes field. If the notes are blank it will not show but I would like it to as there is other relevant data outside of that field in the rows.
