Paginated report builder - add parameter to filter value on less than or equal to

Hi there, doubt i'll get a response to this as I never do when I ask about Paginated Reports - seems the government is supressing help on this application!!

 

I have a paginated report where users can select a policy (I work in insurance), and it displays a list of transactions and transaction dates based for that policy. 

 

The users now want to be able to filter the report where the overall policy premium is less than or equal to £10,000 and the list will then only show transactions based on this. 

I can bring the overall policy amount into the dataset, but I have no idea if it's possible to add a parameter which is essentially a measure?
