Paginated Report requires Power Bi Pro or Premium License?

Hi,

We currently have Power BI Pro License.

Was trying to create paginated reports and publish the same on Service 

Got the below Error :

Details: Rendering a paginated report requires a premium capacity workspace. Contact your site administrator to upgrade your workspace to a premium capacity.

Does it mean only power Bi Premium can use paginated and not Pro?

Or is it something else ? Kindly suggest
