Hello,
Looking for guidance on how to insert a multiple page pdf as the background of the report so that I can overlay text boxes to fill out a property tax rendition form. Are there are guides on setting up the report in Power BI Report Builder? The report would be from here: 632, 2026 Personal Property Statement (as of 12-31-25) L-4175. I want to make it a fillable form from a dataset. Let me know if you have any questions.

Power BI Report Builder doesn’t support PDFs directly, so first convert each page of your PDF form into images (like PNGs). Then, in Report Builder, set each image as a page background and overlay text boxes or data fields from your dataset to fill in the form. This way, you recreate the multi-page PDF as a data-driven, fillable report.

Yes, the Super User’s suggestion is correct, splitting the PDF into separate images is the right method.
Also, make sure to:
Size each image to match the report’s page dimensions (such as 8.5x11 inches) to avoid misalignment.
Set the image position mode to Fit in Page Properties - Fill - Background Image for proper scaling.
Keep margins consistent, ideally at 0.25" or less, for full-page coverage.
Lock the layout after aligning so textbox positions stay fixed during edits.
Test exporting to PDF after setting up each page to check field alignment and print accuracy.
