POWER BI Table's Cells Comment Renderer

I have a SQL table with fixed columns. I need to insert users ability to add to each cell in table a comment. The commnet suppose to be presented along with the table value. The comments suppose to be dynamic and allow the user to change them if needed.
for example: in the time column cells- comment for each cell.

you cannot write back to your data.
