I Plan to upgrade the power bi report server last version of May 2021.
My Concern Is it doable in Microsoft windows server 2012 r2 standard AS Operating System Environment?
Note : now using PBIRS Jan 2020 version in the same environment " windows server 2012 r2 standard"

It looks like the OS, Windows Server 2012 Standard does not meet the minimum requirements according to this doc from Microsoft.
But, we have been running the Power BI Report Server in test and production on Windows Server 2012 R2 Datacenter for 6 months now with no issues.
If you can upgrade to the minimum OS, I would. If not, then if you can test it on the 2012 OS, I would.

Any Version you Running PBIRS In Wind Server 2012 R2, because now I am using PBIRS Jan 2020 on Windows Server 2012 R2 with no issue, just needs to upgrade into May 2021 In the OS Environment.
We are running the May 2021 version of Power BI Report Server with no issues.
