@Darjus This is because there are 2 versions of Report Builder you have installed the on-prem "Report Builder" not "Power BI Report Builder"
If you need to use the "Data" pane to connect to Power BI datasets so that you can publish your reports to the Power BI / Fabric cloud service then you should use the "Power BI Report Builder"

As an alternative, you can try using New → Get Data to load data from your desired source.
