Please first check whethe you have met below requirements before installing on-premise data gateway.
Minimum Requirements:
- .NET 4.5 Framework
- 64-bit version of Windows 7 / Windows Server 2008 R2 (or later)
Related Considerations:
- The gateway cannot be installed on a domain controller
- You shouldn't install a gateway on a computer, such a laptop, that may be turned off, asleep, or not connected to the Internet because the gateway can't run under any of those circumstances. In addition, gateway performance might suffer over a wireless network.
Besides, you could try to change the logon user for Service "On-premises data gateway service" (PBIEgwService) to "Local System Account as suggested in this thread.

1) .Net Framework installed 4.6
2) This is Windows Server 2016
3) This isnt controller of domain
4) This isnt laptop
5) Im not install Enterprise version only Personal
