Can Direct Lake mode reports in Fabric (on OneLake data) be consumed directly from an on-premises Power BI Report Server (PBI-RS) environment?

No. PBI-RS primarily hosts imported or DirectQuery datasets/reports from supported on-premises data sources. Direct Lake's requirement for OneLake access and the Power BI service's semantic models makes it inherently cloud-dependent and incompatible with a standalone PBI-RS deployment model.
