Does Power BI Reporting Server offer any support for maps when the report users are cut off from the internet?
PBIRS is an on-prem solution and some on-prem report users do not have access to the internet.
I understand that SSRS has offline map functionality through shapefiles. Does Power BI RS have a similar functionality? If not, what other options are available?

Power BI Report Server can run SSRS rdl reports, so if you have existing reports using shapefiles those should work just fine (although you will have to without any tiles layers as those require an internet connection to bing maps).
Power BI Desktop does have a preview feature for a Shapemap visual which will let you embed a custom shape map into a visual, but unfortunately preview features are not supported in Power BI Report Server so we have to wait until this feature is fully released before we will know if it will be supported in PBIRS.
Otherwise all the other map visuals I'm aware of use online services and require an internet connection.
Thanks @d_gosbell for your reply and particularly about Shape Map preview feature. It works differently to Map visual (ie Shape Map cannot pin point an exact location) but helpful to know.
