Hello,
Currently we have Power BI report server installed on a server with an SQL database and on premise AD.
I read that with Power BI report server we are flexible to move to cloud however , no such documentation on how that can be done.
Any help here will be very appreciated.

It means that the Power BI reports (.PBIX) you create for Power BI report server can also work in Power BI Service.
If you decide to use Power BI Service in the future, you can directly publish these PBIX files to Power BI Service and take advantage of all the features in Power BI Service such as app workspace, dashboards and so on.
