I am attempting to modify a filter within Report Builder but when I add a new criteria the system adds """ in front and back of the existing and new item.

Any suggestions?

I didn't reproduce the situation. If applicable, consider using parameters to pass filter criteria to your report. Parameters are more flexible and can help avoid issues with direct filter expressions.
