is it possible to manage user roles in power bi report server i.e. give the right of access to the application to a few people and not to everyone ??

You can take a look at the below article that define different roles and their description
Any user that is being added thru any role have the access to it. Sometimes Active directory has a group for all users like "Domain\Domain Users" or "Everyone", you should make sure that these are not added to PBIRS

Trying to understand. Are you trying to only allow certain users access to a report in a shared workspace? If that's the case then in the dataset settings you can remove others access from that dataset.
