Manage Power BI operations

Roles and permissions can manage Manage > Security section on PowerBI server but for example all request about different applications(BI,DB) centralized and manage on one application and these request trigger the Power BI server site,
on Cloud it is possible with Rest API but to use the Power BI REST APIs, you need to register an Azure Active Directory (Azure AD) application in Azure(Cloud).
On-Prem Is there any other way to call or trigger Power BI operations from another application?
