Limit Values to Parameter in Report Builder to generate selected pages

I am trying to create a paginated report where I generate one page per paramter value.

I achieved it by, creating a page break after a list.

It works as expected.

However, Even if I pass 1 value in the parameter, it generates different pages for all values. This is my issue.

Can someone please help me here. I am new to paginated report .
