Licencing - what do we get / need? Large company, small deployment.

We're an international company, we're seeking a BI solution for a relatively small team though who distribute across the UK & Ireland patch. I think Power BI Pro sounds suitable but the company wouldn't want data to be held on the cloud, because of this I'm assuming we'd need BI Report Server but documentation isn't clear whether you can add this. I can see it comes with Premium but our deplyoment isn't a large scale so that seems excessive. Any advice would be appreciated. Thanks.
