I would like to know if it is possible for the user to dynamically refresh the data in our report by changing certain parameters in the website when we published the report to the PowerBI service. I know this can be achieved on the PowerBI desk, but is it also possible on the PowerBI service?

Dynamic queries are fully supported in Power BI Desktop, but are not currently supported on the Power BI service, with limitations. On the Power BI service, you can only change the data for parameters, not create parameters.
And if it's Any and Binary type parameters, then on the Power BI service the parameters are grayed out and can't be used.
