How to setup on-premise ADFS integrating with PowerBI report server?

Hi, my customer is deploying all service on-premise.  Their company PC doesn't join-in Active directory. So, Customer wants to setup on-premise ADFS integrating with PowerBI report server to achieve SSO. Do you have any guidance or  for such depoyment scenario?

i tried following it, but in regards to the WAP setup, we have our WAP servers in a workgroup, so i am unable to complete the AD / auth steps

any ideas?
