How to make one table scrollable and keep another fixed on the same page in Power BI Report Builder

As mentioned above, paginated reports in Power BI Report Builder are designed for page-based layouts meant for printing or exporting. Because of this, they don’t support interactive elements like scrollable regions or containers the entire tablix expands based on the number of rows returned.
If you need the scrolling/interactive behavior (like in Tableau or Power BI Desktop visuals), that would only be achievable in the Power BI Desktop environment, not within paginated reports.

Paginated reports are designed around being able to print them, hence the paginated part, so interactive elements like scrolling boxes aren't possible in paginated reports.
If a printer can't print it, then a paginated report is not designed to render it.
For this behaviour, use Power BI Desktop instead of Report Builder.
