How to enable end user to pass parameter values like a drop down or filter choice on the dashboard

Hello everyone,

Is there a way that an end user can use a filter to choose from a set of values that can be fed as a parameter, since the end user does not have the permission to use or click the 'Edit Parameter' choice on the main page.

I was able to get the option of choose a set of values in the parameters as a Power BI developer but, how to get push this ability to an end user to set a parameter from a list of values like a dropdiwn or filter ???
