How to disable Refresh when sharing Power BI reports Server (PBRS)

Is it possible to disable refresh when sharing Power BI reports with users/customers on Power BI Report Server (PBRS) - as if every one refreshes that would cause deadlock and delays.

    As far as I know, this is not supported now.

We tried changing 'Security' roles and it still doesn't allow to control Refresh.
