Do you mean you turn off gridlines in X axis for bar chart in Power BI desktop optimized for report server?
I'm not able to reproduce the issue when I test with Power BI desktop optimized for report server version 2.51.4885.1423 64-bit (October 2017) and Power BI report server version 14.0.600.437. The gridlines setting shows up in the y-axis settings if the bar chart is flipped in the horizontal orientation. Do you get the issue when you use that object?
