Is there an equivalent for the Chrome "Full-screen Auto Refresh for PBIRS" extension for Microsoft Edge?

You should not need an equivalent you should be able to use the existing extension. The new edge is using the same open source rendering engine as chrome. If you go into the Extensions in Edge and scroll right to the bottom you should see the following link where you can use an extension from the Chrome store directly in Edge
With this extension, you can quickly go to full-screen thanks to the full-screen button. You choose the task: Full Web screen, window full screen, or the current HTML5 video go to full screens, such as the YouTube, Vimeo, Dailymotion, Youku video player, etc.

They are not equivalent. Full Screen for Microsoft Edgeis a lightweight and useful add-in designed for to get fast that web page, image, video in full screen. A better visual experience.
However, Full-screen Auto Refresh for PBIRS is created for Power BI Report Server portal users and it allows users to define auto refresh interval and hides navigation elements to create full screen view.
