Technically not "free", but Power BI Report Server is included with your SQL Enterprise with Software Assurance license. For info on how to use this license to get a product key take a look at https://docs.microsoft.com/en-us/power-bi/report-server/find-product-key#purchased-software-assurance-agreement
If you own SQL Server Enterprise WITH Software Assurance, then you are licensed for Power BI Report Server. No, it does not have all of the capabilities of the Service.
