I've been using Report Server since 2017 and I've never seen the scheduled refresh feature not working. I'm not sure what your specific issue was, but there are no wide spread issues with this that I've seen in this forum. But I'm glad that it's working for you now. The web source is listed here as supported for scheduled refresh on Report Server Power BI report data sources in Power BI Report Server - Power BI | Microsoft Learn but I have seen corporate proxies and firewalls causing issues here and if that is your problem you would need to work with your IT department to resolve this.
