I've just heard about Field parameters and it seems to be a good new feature.
When is it expected to be available in Power BI Desktop for Report Server version?
Also, is it possible to use Field parameters with Live connection?

According to your description, for the live connection model, the data is modeled partly in the data source part (essentially powerbi deskop connection is this data model.
Therefore, for the lc schema, there is no support for power query related functionality and therefore no support for creating parameters.
