Fabric OneLake Data Hub blocking publish to web?

I have looked everywhere to see why the Publish to Web feature is not working.

Warning: You can't create an embed code because the report is not eligible for use with Publish to web.

The Admin enabled publishing and creating new embed codes. She also diabled blocking. I reviewed the list of items that could be blocking it. I can't find the reason it won't work. It seems like reports that use OneLake data are not able to publish. Is there a setting somewhere in the data warehouse that i need to update? Has anyone else had this issue?

Thank you . I have seen that list before. As I mentioned, I don't see that any of these apply to me. Also, some of these are for PBI Desktop and I am using the service with a Fabric backend.

Refer the following link, publish to web is supported for the vast majority of data sources and reports in the Power BI service. However, the following kinds of reports are currently not supported or available with Publish to web:
