Export paginated report into Excel

I have a very strange problem exporting paginated report into Excel. The report has a column that shows small icons. After exporting it into Excel everything looks correct except the last row. For some reason the last report row would take two rows in Excel meaning Excel is using merged cells. Who would care but Excel is not sorting data if there are merged cells.

I tried using rectangle  wiht an icon inside, same thing. Here is the last Excel row looks like:

All other rows take one Excel row.

This is absolutely crazy. The whole point of the report is the sorting in Excel.
