Export Paginate report created PowerBI desktop into RDL file then import into another user desktop

is it possible to export Paginate report created on one user's PowerBI desktop into RDL file then import it into another user desktop to share the report in this fashion?

@sharonfun101 , you should be able to share RLD file. In desktop you can only add report published on service
